Commercial property types in Seal Beach, CA

This page covers six building types: Main Street storefronts and restaurants, professional and medical office, shopping centers and service commercial, business park and light manufacturing, hotels, and mixed use. This page sets out what the City of Seal Beach zoning code says about each, the market figures that exist with their exact geography, and what to check before you lease or buy.[1]

What commercial property types does Seal Beach have?

The City of Seal Beach commercial and mixed-use chapter establishes the LC-RMD, MC-RHD, PO, MSSP, SC and GC districts.[1] The City's Draft EIR describes an LM district for light manufacturing.[2] The sections below describe the purposes the code states for each. The zoning text on this page comes from the municipal code as mirrored on gocodebook, a third-party host, so confirm the zoning of any specific parcel with the City of Seal Beach before you rely on it.

The City of Seal Beach budget says the city is home to the Boeing Company Integrated Defense System international headquarters, and its history section says Boeing continues to be one of the City's major employers. The same budget lists the U.S. Naval Weapons Station among the city's local features.[3] If you are weighing a site near either, check traffic, parking and neighborhood details for that block with the City.

What does the code say about Main Street storefront retail and restaurants?

The Main Street Specific Plan, abbreviated MSSP, covers visitor- and resident-serving office, retail, restaurant and personal service uses. The City of Seal Beach code describes the district as having "upper floors devoted to office uses along Main Street."[1] Ask the City which uses it allows on each floor of a specific building.

Two rules matter early. The code states that "Truck docks are not permitted in the MSSP District."[1] If a restaurant or shop depends on deliveries, confirm the loading arrangements for the specific site. And the City's Draft EIR says housing within the Main Street Specific Plan area is currently not allowed, with the Housing Element proposing an amendment.[2] The adopted FY 2026-27 budget lists a Business First working group to evaluate updates to the Main Street Specific Plan, and its prior-year progress notes mention evaluating parking strategies in the Main Street area.[3]

Why it matters: if you plan a restaurant or storefront on Main Street, ask the City how the MSSP treats your exact use, where loading would happen without a truck dock, and whether parking policy or a plan update could change the corridor during your lease term. The City's budget describes its beach and pier as drawing visitors, but it gives two different figures (more than 1,500,000 in one place, approximately two million in another), so do not treat either as a footfall count for a particular address.[3]

Where is professional and medical office in Seal Beach?

The code says the PO district's purpose is "To allow office, medical and related uses," and notes that it can buffer residential areas from more intensive commercial areas.[1] In the City's 2003 land use inventory, Professional Office was 16.4 acres. The Draft EIR warns that table may not reflect current land use, so read it as a historical scale marker only.[2] A proposed Old Ranch Country Club project, with its EIR still in preparation, lists a medical office facility among its components. The Draft EIR lists it as proposed.[2]

For market data, Kidder Mathews reports a Seal Beach office submarket. That is a brokerage-defined submarket, not the city boundary, and the figures below are Kidder Mathews' for 3Q 2026.[5] Its inventory is 573,645 SF.

3Q 2026 total leasing2,543 SF

Average asking rent (full service)$3.53 per SF per month

What should you check before leasing office space in Seal Beach?

Kidder Mathews quotes office asking rent as full service, per square foot per month, and the average is $3.53. If you compare it with another quote, ask which lease structure that quote uses.[5] Year-to-date total leasing is 16,241 SF against a 573,645 SF inventory.[5]

Why it matters: if you are a medical user, ask whether your use is allowed in the PO district and whether the building was designed for it. If you are comparing a Seal Beach suite with one elsewhere in Orange County, compare lease structure first and rent second, and keep county figures labeled as Orange County.

What about shopping centers and service commercial in Seal Beach?

The GC district is intended for sub-regional and regional centers of commercial activity and, in the code's words, "may include both pedestrian- and auto-oriented development."[1] The chapter also names an SC district. In the City's 2003 inventory, General commercial was 93.4 acres and Service commercial was 49.3 acres, a vintage the Draft EIR itself cautions may not reflect current land use.[2]

There is no published Seal Beach retail vacancy or rent series. Kidder Mathews' retail report is county level only: for Orange County in 3Q 2026 it shows vacancy of 3.3%, asking rent of $2.77 per SF per month, a sales price of $546 per SF and a cap rate of 5.2%.[7] Those are Orange County numbers and should not be quoted as Seal Beach numbers.

Why it matters: if you are buying a center, ask for the rent roll, the tenant sales reports where the leases require them, the parking count and the center's zoning designation, then compare against the county cap rate with its geography in mind.

Is there business park and light manufacturing space in Seal Beach?

The LM district covers "Sites in a business park environment for moderate- to low- intensity commercial services and light manufacturing uses."[2] The City's 2003 inventory counted 117.0 acres of Light Industrial, again with the Draft EIR's warning about currency.[2] Kidder Mathews reports a Seal Beach industrial submarket of 941,679 SF.[6]

The table shows that submarket and the wider West County submarket for context. Kidder Mathews does not report a rent for the Seal Beach industrial submarket, and the table shows no rent for it; any $0.00 entry in the source means no figure was reported, not a free rent. West County's asking rent is a triple-net figure.[6]

How should you read the Seal Beach industrial numbers?

Zero vacancy and zero leasing on the same row means Kidder Mathews recorded no leasing in the quarter or year to date. Total available was 9.4% even with zero total vacancy, so the two measures differ: ask what the available space is and whether it is currently occupied.[6] Ask the owner or the tenant what is behind the numbers before you assume tightness or weakness.

Why it matters: if you need light manufacturing space, confirm the LM district allows your process, ask about power, clear height and loading for the specific building, and treat West County's $1.31 NNN as a regional reference rather than a Seal Beach price.

What do hotels mean for Seal Beach commercial property?

The City of Seal Beach budget says the city's three hotels are at capacity, and gives no room count. The approved Transient Occupancy Tax rate is 12%.[3] The City's remittance form applies that 12% rate and excludes stays of 31 consecutive days or more; it covers hotels, motels and short-term rentals.[4] The budget projects the tax at $2.0 million, or 4.0% of FY 2026-27 General Fund revenues.[3]

Why it matters: if you are looking at a hotel or an overnight-accommodation use, ask for the operator's own occupancy and rate history. The Old Ranch Country Club proposal mentions overnight accommodation as well, still in EIR preparation.[2]

How does mixed use work in Seal Beach?

The code describes MC-RHD as allowing "resident-serving, visitor-serving, commercial, and office uses in conjunction with high-density residential uses," and a table note says mixed-use projects must keep residential at no less than 50 percent of floor area.[1] The chapter also names LC-RMD as a district.[1] On Main Street, by contrast, the Draft EIR says housing within the MSSP is currently not allowed.[2]

Why it matters: if you are underwriting a mixed-use building, ask which district it sits in, how much of the floor area must stay residential, and whether the commercial portion can be re-tenanted for your intended use. Have the City confirm each answer in writing for the parcel.

What should you confirm for any Seal Beach property before you commit?

Start with the parcel's zoning district, the permitted and conditionally permitted uses in that district, and the building department's permit history for the address. The City's budget describes ongoing Main Street work, including a paid parking feasibility goal and a Main Street beautification goal, so ask what is planned near your address.[3] The City's Draft EIR tables are a 2003-vintage inventory and may not reflect current land use.[2]

Why it matters: if you compare figures, confirm the geography each one covers. This page uses Seal Beach city, the Kidder Mathews Seal Beach submarket, West County and Orange County as separate labels.

If you are comparing a Main Street storefront, an office suite or an industrial building, write down the use, the size and the lease structure first, then confirm each against the City before you decide.
